  2. If you are using WordPress templates (Example: Montezuma template) then the templates itself will be mobile compatible. Developers usually see that their templates are supported by mobile devices.
    If you are looking for a plugin then try "Jetpack". they have many features and one of them is mobile device compatibility. You need to enable this feature.
