Consider that you have 4 different websites or blogs. And you want to interlink websites to gain traffic and also back links. Will cross linking websites create a problem with indexing or will Google penalise such websites? The answer could be Yes and No.
Having just 2 or 4 websites is fine. It mainly depends on the type of content on each of the websites. Say you have a blog where you write about smartphones and you have another blog where you write about gardening. Now interlinking these two websites is not possible as they have entirely different content. So, just leaving a link like - "Check out my other blog where I write about Smartphones" should be fine. But leaving a link to Smartphone website after each of your gardening post is the worst thing that any one can do.
It will irritate users and will drive your traffic away. Also, the bounce rate can easily go very high. It's always better to interlink websites having similar content and also, there should be some limit for interlinking websites. Not sure about how Google Algorithms work on this and how they penalise, but to be on safer side keep a limit on interlinking websites. Also, when you link to another website see that the content is relevant. There are cross linking websites where they interlink hundreds of websites which is bad. Even though this is a minor issue this is one of the major problems with many website owners to increase traffic.
There are always exceptions like a retail store where they sell car parts and they might have a separate website for some of the major parts. In this case cross linking websites is a common thing and that is perfectly fine according to Google. Google has algorithmic and manual way to handle such things. So, I believe that if there is a website penalised then website owners can always go back to Google and appeal. And Google will then update it manually.
